This property is <br />owned by a group of investors who plan to develop it. It is my understanding that <br />they were notified by you that a�vetland study is required on their site. We have <br />visited the site and have researched the history of the site with reference to the <br />construction of the neighboring Trader Joe's building, which was previously known <br />as the Silo building. In approximately 1984 construction of the Silo building was <br />approved by the City of Everett. This approval allowed 611 of what was referred to <br />on permit paperwork as a ponded area on the northern portion of the Silo property. <br />This fill appears to be approximately 6 to 7 Eeet deep in areas. In association with <br />this fill, approved Silo construction plans included placement of a drainage inlet <br />pipe at the northern property edge. Unfortunately, this pipe was placed <br />approximately 4 to 5 feet above the previously existing ground level making it <br />ineffective Eor drainage of surface water from the adjacent property to the north. <br />As historical photos of this area illustrate, prior to placement of the Eill on the SIlo <br />property, a stream feature drained from the north into the ponded area on the Silo <br />property and tnen drained south of ihe exisiing Everett Mall Parkway. The [ill on <br />the Silo property blocked the drainage pathway, serving to back water up onto the <br />property to the north. Please refer to the enclosed City o[ Everelt planimetric maps. <br />Tlle 1969 map shows a wetland area mapped on the Silo property. The 1986 map <br />shows a new wetland area on the property north of the Silo property, following <br />construclion of the Silo building. A map which shows the 1986 conditions imposed <br />onto the 1969 map more clearly illustrates this change. <br />Present site conditions on the property to the north oE the Silo property also show <br />evidence of this change. The soils are starting to display welland characteristics in <br />the upper 4 to 6 inches. However, below this level the soils quite clearly do not yet <br />meet v�etland criteria. Using a Munsell Soi( Color Chart (Vfunsell, 1992), soil color <br />was determined to be dark yellowish brown (10 YR 3/4).
