This property is
owned by a group of investors who plan to develop it. It is my understanding that
they were notified by you that avetland study is required on their site. We have
visited the site and have researched the history of the site with reference to the
construction of the neighboring Trader Joe's building, which was previously known
as the Silo building. In approximately 1984 construction of the Silo building was
approved by the City of Everett. This approval allowed 611 of what was referred to
on permit paperwork as a ponded area on the northern portion of the Silo property.
This fill appears to be approximately 6 to 7 Eeet deep in areas. In association with
this fill, approved Silo construction plans included placement of a drainage inlet
pipe at the northern property edge. Unfortunately, this pipe was placed
approximately 4 to 5 feet above the previously existing ground level making it
ineffective Eor drainage of surface water from the adjacent property to the north.
As historical photos of this area illustrate, prior to placement of the Eill on the SIlo
property, a stream feature drained from the north into the ponded area on the Silo
property and tnen drained south of ihe exisiing Everett Mall Parkway. The [ill on
the Silo property blocked the drainage pathway, serving to back water up onto the
property to the north. Please refer to the enclosed City o[ Everelt planimetric maps.
Tlle 1969 map shows a wetland area mapped on the Silo property. The 1986 map
shows a new wetland area on the property north of the Silo property, following
construclion of the Silo building. A map which shows the 1986 conditions imposed
onto the 1969 map more clearly illustrates this change.
Present site conditions on the property to the north oE the Silo property also show
evidence of this change. The soils are starting to display welland characteristics in
the upper 4 to 6 inches. However, below this level the soils quite clearly do not yet
meet vetland criteria. Using a Munsell Soi( Color Chart (Vfunsell, 1992), soil color
was determined to be dark yellowish brown (10 YR 3/4). The vegetation is
characterized by young cottomvood in the overstory vith hardhack and some
1410 torket Street • P.O. 6os 1180 • Kirkland • lVA 99033-0913 •Phone (425) 8?2-i242 • Fax (a25) 927-8136
