July 29, 1999
UBL/C ff/OlitK
Mr. Brian Nordwall
Coc, Nordwall &: Liebman
720 Olive Way, Suite 1300
Seattic, WA 98101
Subject: Tax Parcel 3-003
Dcaz Mr. Nordwall:
In responsc to your recent correspondence and conversation, thc City has revicwed your lctter of
June 10, 1999, and understands your proposal to be as follows:
" The probable Class IfI wetland noted on your April 21, 1999 offsite wetland
rcconnaissance is located roughly five (5) fect north of your most northem propeRy
line. You arc proposing buffer width averaging as a means to protect the wetland,
savc additional tress, and facilitate ultimate development. The proposed buffer along
your northem proper[y will bc 4500 square feet, 22%z by 200 feet. The code required
vetland buffer assuming Kathy Curry, The Watershed Company, has accurately
identified the wet(and class, size, and location, would also be roughly 4500 square
feet, 45 by 100 feet.
' Your letter of March 18, 1999 proposed thc prescrvation of the inundated azea
located in the southeast corner of your sitc abutting the commercial parking lot to the
south. The arca is roughly 6000 square fcet and would generally cncompass thc
standing water area. The proposal would include the City allowing this area to be
used for storm watcr mitigation requirements resulting from thc sitc's ultimate
development.
Thc City would concur vith the abovc proposal as long as the sitc sensiiivc arcas rcmain gcnerally
unchanged benvccn now and development. You must also understand that other resourcc agencics
may have jurisdiction over this issue at the time of actual sitc devclopment.
The City would allow you to complete the site clearing and grading at this time once a Public
Works Pcrmit is issucd for thc activity. Submittal and approval of a civil design drawing
identiCying topography, the prescrvation areas, erosion control, etc. is required. Prior to permit
issuance, the sitc boundaries must be survcycd so the aCCccted wedand boundaries on thc site can bc
clearly identified. Clearing limits must be ❑agged and approved by die City beforc any further
clearing activity can occuc The scope oFthe activity would be reviewed prior to permit issuancc to
insure ihe activiry does not trigger SEPA.
xhb- 1. '
CITY OF EVERETT • 3200 Cedar Street • Everet.
