Memc to Bob Landles
October 21, 1987
Page 3
The present zoning code revision effort3 of the City are ❑ot f.ar enough
along to know [he details of implementing the Regional Commercial
Center--Office Parks designatio❑ or tlie revieW process and standerds of
implementing zone districts,
It is assumed, blsed uoon the direction of the adopted General Plan
policies, that current minimum zoning standards wil.l be much stricter in
the rev:sed zoning code. The argument that the praposed variance is
warranted, under the premise of the comprehensive plan policies, Lecause
current development standards are being exceeded is not a fair comparison.
The development staadards proposed by the developer may not meet the
minimum standard3 of a revised zoning code in terms o£ tle following
criteria:
a. Amount of open space in parkin areas.
b. Open space capable of being used £or passive recreation by employees of
the office park.
c. Parking lot design.
d. Maximum nuaber of parkiig stalls in addition to a minimum requirement.
6. In reviewing the propos,ed development plan for consistency with the
policies of the Ever-rtt Compreliensive General Plan, the following
statemnts can be made:
a, The goals oF the Compreliensive plan under the desination of Regional
Commercial Center--Ofiice Park are to create centers where the
intensity of development is reater than in hihway commercial or
neighborhood business areas.
b. The subject property is located in an area designated for increased
intensity of development. '
c. The current zoning code standards are not specific enough to create the
type of development called for by the Generr' Plan and a revision to
the entire zo¢ing code is necessa:y to properly 'mplement the direction
of the plan.
d. Ttie General Plan does not provide "standards" for evalua:in pro3ects
crhich are stated in detail .like the zoning code standarcis. The General
Plan does provide for stricter standards than the curreut zoning code
requires in the areas designated "Regional Commercial Center--Office
Park", and tha: bonuses for development be given for exceptional site
and building design.
