FINN. DECLAitATION OF NON-SIGNIFICANCE <br />DESCRIPTIO?7 OF PROPOSAL: Thc proposed action is thc is�uancc of grading and buiiding permits <br />to allow the consCruction of four onc-story buildings ar,d onc tw•o-story 6uilding. These <br />buildings will consist of approximately 29,601 square Leet of oEfice space, approximately <br />23,340 square feet of retail sales space. The toeal building space is approximately 79,a00 <br />sguaxe feet on 4.92 acres. The following factors were considered and the listed requiremcnts <br />placed in response to comments submltted by various City Oepartments during thciz revicw of <br />the Environmental Checklist of this proposal. <br />1. The proposed site is zoned C-1, General Commercial Zone, which would allow this use. <br />2. A deCsiled drawing shall be submitted to thc Public works Department showing parking <br />layout, landscaping, driveways, storm drainage, an�i all required improvements to the <br />public cight-of-way. Public Works Department ap�roval cE these drawings is requirad <br />before any permits are issued. All improvements shall 6e completed before the occupancy <br />Permit ic issued. <br />A. A minimum of St landscaping in parki�iq and around periphery of the property is <br />required. <br />e. A minimum of a fivc (5) foot vide landscaping strip shall bc provided along <br />Sauth Uroadway. <br />C. There shall be a minimum of a twelve (12) foot sctback betwcen the Residential <br />and Commercinlly zoned properties. <br />O. Protective screening not less than 72 inches in hei9ht when abutting any residential <br />zoned property. Such screening shall consist of a grecn6e]t or planting strip at <br />least 5 fcet in vtdth with sufficient planting cf at lcast 6 fect in height to <br />effectively creale a sighC obscurring barrier. <br />3. Covenant Powcr-of-Attorney for street improvements to South Broadway by LID is zequired. <br />4. Participation in the progcam to fund the Southend Sanitary Sewer Interceptor is required. <br />5. Thc existing 4" water main on South Broadway is not adequate for Fire protection. A <br />larger main is required. Adequate fire flows and a firc hydranL is xequired within <br />200 fcet of all buildings. . <br />6. on-site delention wiCl� provision for oil removal is eequired. Uzainage calculations are <br />Yo be su6mitted with the attached cover sheet. <br />Z Public Works Department approval of a temporary crosion wntrol plan is required prior <br />to eommencLig site preparation. . <br />8. During construction all truek [raffic to and feom the site within the City of Ever.eCC <br />shall be on ar[erial'eteeets unless othexwise apprwed by the Public Wocks Department. <br />9.
