However, it is apparent that <br />the site will be leased by Frontier Bank from Harmond & Associates for a period <br />greater than one (1) year. State law considers that leases over one (1) year are a <br />division of land. The City Attorney's office is of the opinion that a Binding Site <br />Plan will fulfill this rzquirement and need not be recorded unless the property <br />changes ownership.
