RESOLUTION NO. 5370 E 14ETT <br /> A RESOLUTION for waiving the public bidding requirements and for the sole source purchase from EMA <br /> Marketing Inc., Philomath, Oregon, of a MahrTM 1/4" Automatic Mechanical Bar Screen. <br /> WHEREAS, the 20-year old automatic mechanical bar screen for removing debris from wastewater flow at <br /> the Everett Water Pollution Control Facility headworks needs to be replaced; and <br /> WHEREAS, a MahrTM 1/4"automatic mechanical bar screen is the only bar screen that matches the existing <br /> equipment, and is identical to the one installed during the 2001 headworks screenings system upgrade; and <br /> WHEREAS, the MahrTM has the same unique operational fetures required by the Everett Water Pollution <br /> Control Facility application which include screening mesh size, high flow capacity, and alignment angle <br /> with the existing conveyance system; and <br /> WHEREAS, the MahrTM automatic mechanical bar screen has the same maintenance requirements, spare <br /> parts inventory, and maintenance protocols as the existing equipment; and <br /> WHEREAS, in concert with the 2001 system upgrade, other bar screen models were evaluated including <br /> Wiese Flo, FSM, HydroPress, Waterlink/Hycor, Schloss, Infilco Degrement, and JDV equipment and the <br /> Mahr automatic mechanical bar screen was found to be the only model that met our unique requirements; <br /> and <br /> WHEREAS, certain features of the Mahr screen are patented or have patents pending, notably the scraper <br /> mechanism design and the automatic reversing in response to an overload condition feature; and <br /> WHEREAS, Headworks®, Houston, Texas, is the manufacturer of MahrTM screens and EMA Marketing, <br /> Philomath, Oregon is their exclusive representative authorized to sell Headworks Inc. products in Oregon, <br /> Washington, Idaho, and Alaska. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that <br /> because there is clearly and legitimately only one source capable of supplying a MahrTM automatic <br /> mechanical bar screen that meets the City's needs and is compatible with existing equipment, the City <br /> hereby waives competitive bidding requirements and authorizes the purchase of a MahrTM automatic <br /> mechanical bar screen from EMA Marketing Inc. <br /> ~/17 .e-ter <br /> Council person Introducing Resolution <br /> PASSED and APPROVED this 13th day of August , 2003. <br /> Council esident <br />
