i. <br /> '- a <br /> WHEREAS, Traffic Engineering Staff have conducted engineering and traffic investigations, <br /> including travel time studies, traffic volume, vehicle classification studies and vehicle collision <br /> review, and find that: Madison Street is a heavily traveled street; combination dump trucks comprise <br /> the largest portion of aggregate hauling vehicles on Madison Street especially those hauling landfill- <br /> bound materials; such vehicles because of their length and bulk are incompatible with the normal <br /> and safe movement of traffic on Madison Street; and adequate routes exist that add only minimal <br /> average travel time during the day to and from the southwest Everett industrial area. As such, the <br /> Traffic Engineer finds and concludes from the engineering and traffic investigations that <br /> combination dump trucks hauling waste fill materials as well as empty combination fill trucks <br /> departing from Rinker's fill sites should generally be prohibited from Madison Street between <br /> Broadway and Glenwood Avenue; and <br /> WHEREAS, the City's Transportation Advisory Committee has reviewed the Traffic Engineering <br /> Staff's engineering and traffic investigations and the citizens complaints and concurs with the <br /> recommendation of the Traffic Engineer to prohibit certain combination dump trucks from using <br /> Madison Street between Broadway and Glenwood Avenue; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that the following combination dump trucks are prohibited from Madison Street <br /> between Broadway and Glenwood Avenue: (1) those combination dump trucks generally traveling <br /> westbound transporting waste fill material to Rinker's fill sites at 6300 Glenwood Avenue including <br /> the site(s) abutting Sievers-Ducey Boulevard (hereinafter referred to as "fill sites"); and (2) those <br /> combination dump trucks generally traveling eastbound after having used the fill sites, even if <br /> empty. Local deliveries involving combination dump trucks transporting waste fill material, whether <br /> empty or full, traveling either to or from the fill sites will be authorized on an individual basis under <br /> the direction of the City's Traffic Engineer. The City Traffic Engineer shall order and install such <br /> signs, markings and devices as are necessary to affect this change.
