1 Y RESOLUTION NO. 5333 E r A RESOLUTION adopting the Everett Transit Comprehensive Plan Update of 2003 WHEREAS,the Everett City Council conducted a public hearing on March 19, 2003, and City staff considered the testimony of the public, and recommended that the City Council adopt the Everett Transit Comprehensive Plan Update of 2003; and WHEREAS,the City Council finds the following: 1. In 1989 Everett Transit prepared a Transit Development Plan which indicated the general direction(i.e. service hours, financing, rolling stock requirements, etc.)that Everett Transit should follow through 1999, which was subsequently updated in 1994, and 2. Since adoption of the Everett Transit Comprehensive Plan Update of 1994, the operating environment in which Everett Transit finds itself has significantly changed due to certain initiatives from federal, state, and local areas, such as • The State of Washington Growth Management Act(GMA) • The State of Washington Commute Trip Reduction Law(CTR) • The City of Everett Commute Trip Reduction Ordinance • The 1995 state manufacturing sales tax exemption • The passage of I-695 • The Transportation and Efficiency Act for the 21St Century(TEA 21) for transit capital projects • The establishment of Sound Transit as a regional service provider • The incorporation of transit level of service standards as part of the concurrency requirements of GMA • The completion of the Regional Multi-modal facility, Everett Station • The significant restructuring of fixed route bus services and enhancement of para-transit services due to changes in partner agencies' operating policies in the City of Everett, and 3. In order for Everett Transit to respond to these changes in its operating environment, the 1994 Transit Development Plan Update must be significantly updated; and 4. On March 6, 2002, City Council authorized such an update to the 1994 plan known as "The Everett Transit Comprehensive Plan Update"; and
