1 Y <br /> RESOLUTION NO. 5333 E r <br /> A RESOLUTION adopting the Everett Transit Comprehensive Plan Update of 2003 <br /> WHEREAS,the Everett City Council conducted a public hearing on March 19, 2003, and <br /> City staff considered the testimony of the public, and recommended that the City Council <br /> adopt the Everett Transit Comprehensive Plan Update of 2003; and <br /> WHEREAS,the City Council finds the following: <br /> 1. In 1989 Everett Transit prepared a Transit Development Plan which indicated the <br /> general direction(i.e. service hours, financing, rolling stock requirements, etc.)that <br /> Everett Transit should follow through 1999, which was subsequently updated in 1994, <br /> and <br /> 2. Since adoption of the Everett Transit Comprehensive Plan Update of 1994, the <br /> operating environment in which Everett Transit finds itself has significantly changed <br /> due to certain initiatives from federal, state, and local areas, such as <br /> • The State of Washington Growth Management Act(GMA) <br /> • The State of Washington Commute Trip Reduction Law(CTR) <br /> • The City of Everett Commute Trip Reduction Ordinance <br /> • The 1995 state manufacturing sales tax exemption <br /> • The passage of I-695 <br /> • The Transportation and Efficiency Act for the 21St Century(TEA 21) for <br /> transit capital projects <br /> • The establishment of Sound Transit as a regional service provider <br /> • The incorporation of transit level of service standards as part of the <br /> concurrency requirements of GMA <br /> • The completion of the Regional Multi-modal facility, Everett Station <br /> • The significant restructuring of fixed route bus services and enhancement of <br /> para-transit services due to changes in partner agencies' operating policies in <br /> the City of Everett, and <br /> 3. In order for Everett Transit to respond to these changes in its operating environment, <br /> the 1994 Transit Development Plan Update must be significantly updated; and <br /> 4. On March 6, 2002, City Council authorized such an update to the 1994 plan known as <br /> "The Everett Transit Comprehensive Plan Update"; and <br />
