Account Number(s): Fund 339—UP 2993
Budget Remaining 612,166.
Additional Required None
DETAILED SUMMARY STATEMENT:
Brown and Caldwell is the design engineer for the Water Pollution Control Facility Expansion, Phase A
Project. They are currently under a Professional Service Agreement for$2,444,532 to design and provide
support during construction. There were significant increases in the scope of work during the design phase of
the project which resulted in the entire existing contract with B&C being spent on design. The design changes
include covers for the trickling filters, odor collection systems,bio-filters, electrical power supply changes, and
storm flow control systems for the lagoon system. As a result of this increase in scope, a Change Order
(Amendment) is needed to cover the cost for construction support. The additional work covered by this change
order includes: support during construction, material testing and inspection, recording and evaluating pile
driving records, and design changes as a result of changed conditions.
Public Works staff recommends that the City Council authorize the Mayor to sign Change Order#1 to Brown
and Caldwell's contract to add $986,825. to make the total contract $3,431,357. This is only 8.4% of the
nearly$41 million contract with Hoffman Construction to construct the WPCF Expansion, Phase A
improvements. Normally, this would be 10% - 15% for design and construction support on this size of project.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign Change Order#1 with Brown and Caldwell for additional work in the amount of
$986,825.00.
13
