13 <br /> Exhibit 1 <br /> A. Introduction <br /> Intent. The purpose of this restoration element is to compile the potential shoreline <br /> restoration actions that have been identified in the City of Everett, and to describe the <br /> City's strategy for restoration. The information is based primarily on the analysis of <br /> ecological functions and potential for ecological restoration described in the Snohomish <br /> Estuary Wetland Integration Plan (SEWIP) and the Salmon Overlay. These documents <br /> were developed in cooperation with other local, state, and federal agencies; consultants; <br /> and the Tulalip Tribes. This element also includes information from the planning efforts <br /> of the Snohomish Basin Salmon Recovery Forum' and other organizations, including the <br /> Port of Everett, Sound Transit, and Puget Sound Nearshore Ecosystem Restoration <br /> Project (PSNERP). <br /> SEWIP and the Salmon Overlay used a landscape approach to evaluate the estuary as a <br /> whole, without regard to jurisdictional boundaries. Therefore, this element also includes <br /> information on restoration actions in the Snohomish estuary outside of Everett. It also <br /> shows how potential restoration actions in Everett fit within the priorities for tidal <br /> restoration in the estuary established in the Salmon Overlay. This landscape context is <br /> important to understand the City's overall restoration strategy; however, this element's <br /> focus is on land in the City's boundaries that are subject to the City's shoreline <br /> jurisdiction. <br /> How to Use This Information. This element describes to the general public the City's <br /> restoration strategy for shoreline areas. An important component is to present <br /> information regarding public sector activities,primarily City and Port projects. Because <br /> of public planning and budgeting, there is an opportunity to provide information <br /> regarding timing and status. Private property is governed by distinct legal principles. In <br /> addition, the City has limited information regarding plans for private property. <br /> Nevertheless, property owners planning for the future can use this information to <br /> determine how to use their property. Where a site is identified as a potential tidal <br /> restoration site, they may decide to sell their property for restoration, restore part of their <br /> property, or develop the property. Project proponents can use the information to <br /> determine what types of restoration are possible on their site, and what types of <br /> mitigation may be required in the permitting process. Project proponents seeking <br /> mitigation sites can find potential opportunities here. Conservation groups or agencies <br /> with restoration funding can use this information to purchase restoration sites from <br /> willing sellers that will result in the highest gains in habitat. <br /> Organization. Section II of this element provides an overview of high priority tidal <br /> restoration opportunities based upon the Salmon Overlay. The information ranks the <br /> various opportunities based on the restoration potential and degree of technical difficulty. <br /> Section III describes the City's approach for restoration on private properties.
