Email from <br /> Stephanie Kaknes 2/6/2004.) <br /> 3. Snohomish County has purchased a large portion of central Smith Island for tidal <br /> restoration (Salmon Overlay site 3 on Figure 4.16). The County currently owns about <br /> 280 acres east of I-5 along Union Slough. A large area of the site fronts on Union <br /> Slough, and the site contains several large isolated channels. <br /> The Salmon Overlay assumed that dikes would be required along I-5 and along the <br /> southern boundary, and that approximately 484 acres of new tidal habitat would be <br /> created. The project was estimated to result in a gain of approximately 26,217 IVA acre- <br /> points. <br /> The County recently submitted an application for SRF Board funding for additional <br /> property acquisition. Everett, <br /> WA.) <br /> 4. Washington Department of Fish and Wildlife (WDFW) owns the northern portion <br /> of South Spencer Island (Salmon Overlay Restoration Site 4). The area is currently <br /> being managed as a non-tidal wetland for waterfowl. However, the dikes are failing so <br /> WDFW and Snohomish County are considering adding two large dike breaches at the <br /> northern end of the island. The project has a very low estimated cost ($100,000) <br /> compared to other projects in the estuary. This site is currently farmed. A <br /> conceptual restoration plan has been developed that takes advantage of remnants of <br /> natural sloughs on the property and leaves a small piece of the property in its existing <br /> state as a forested wetland.
