Planning Commission Meeting <br /> July 12, 2005 <br /> Page 7 <br /> Dave Macarenas, 517 Laurel Drive, member of Everett Shoreline Coalition, stated that the <br /> process had been longer than just the appeal process. He stated that a lot of work has gone <br /> into the plan and a lot of money has been spent by all the parties and asked Commission to <br /> endorse the amendments. <br /> Ron Smith, Buse Timer Company, stated that he was concerned over the 200 foot buffer and <br /> wondered why affected landowners were not included in those negotiations. <br /> Commissioner Dutton asked if there was anyone else who wished to speak. There was no <br /> response. <br /> Motion: Commissioner Trautman made a motion to close the public hearing. Commissioner <br /> Ryan seconded the motion. <br /> Vote: All in Favor. <br /> Motion Carried. <br /> Commission Dutton asked if there was any discussion. <br /> Commissioner Trautman asked if existing property owners would have to comply with the new <br /> buffer requirement as expansion and redevelopment occurs on existing private properties. Mr. <br /> Laschever responded yes and that the new provisions would apply to any expansion plans. <br /> Commissioner Ebert thanked Mr. Laschever and Ms. Franz for their work on the agreement and <br /> felt that it was a workable agreement. He did not agree with the 200 foot buffer; however, felt <br /> that there were mechanisms that would allow some flexibility. <br /> Motion: Commissioner Ebert made a motion to approve resolution as presented by staff. <br /> Commissioner Trautman seconded the motion. <br /> Vote: Commissioner Olivers, yes; Commissioner Trautman, yes; Commissioner Loup, yes; <br /> Commissioner Ryan, yes; Commissioner Ebert, yes; and Chairman Dutton, yes. <br /> Motion Carried. <br /> 5 MINUTE BREAK <br /> Item #3: Public hearing and decision on the recommendation on the Kenny Annexation <br /> Zoning <br /> Bob Larsen stated that this was the first annexation that has been brought before Planning <br /> Commission since 1998. The annexation has been approved by the Snohomish County <br /> Boundary Review Board following 75% petition approval by City Council. He presented a slide <br /> of the area zoning. The question before Commission is whether or not Commission will support <br /> MM zoning in an area designated Light Industrial (5.3) and, for the area designated 1.3 (single <br /> family), set zoning to R-1A for the residential parcels. <br />
