A FINDINGS AND RECOMMENDATION OF THE HEARING EXAMINER OF THE CITY OF EVERETT IN THE MATTER OF THE APPLICATION OF 12th STREET PARTNERS, LLC FOR APPROVAL OF A PLANNED RESIDENTIAL DEVELOPMENT/SUBDIVISION PRD #05-001 (REZONE FROM R-3 TO R-3/PRD) RECOMMENDATION: It is recommended to the Everett City Council that the Planned Residential Development which includes a rezone from R-3, Multiple-Family Low Density Residential, to an R-3/PRD designation and a subdivision creating 20 lots with 20 single- family dwellings on 9.7 acres of land located at 2316 — 12th Street, Everett, Washington, be approved subject to the conditions as set forth herein. INTRODUCTION The 12th Street Partners, LLC (Applicant) requested approval from the City of Everett (City) of a Planned Residential Development (PRD) which includes a rezone from R-3, Multiple-Family Low Density Residential, to an R-3/PRD zoning designation. As part of the request, the Applicant sought approval of a subdivision creating 20 lots with 20 single-family dwelling units on 9.7 acres of land located at 2316 — 12th Street, Everett, Washington (subject property). The project would relocate eleven single-family dwellings from the Historic Donovan District to the northern portion of the subject property immediately off 12th Street. The other nine lots of the proposed subdivision would include new construction that would be subject to Small Lot Development Standards consistent with the Everett Municipal Code (EMC) 19.7.010. A hearing was held before the Hearing Examiner of the City of Everett on July 28, 2005.
