A <br /> FINDINGS AND RECOMMENDATION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION <br /> OF 12th STREET PARTNERS, LLC FOR <br /> APPROVAL OF A PLANNED RESIDENTIAL <br /> DEVELOPMENT/SUBDIVISION PRD #05-001 <br /> (REZONE FROM R-3 TO R-3/PRD) <br /> RECOMMENDATION: It is recommended to the Everett City Council <br /> that the Planned Residential Development which <br /> includes a rezone from R-3, Multiple-Family Low <br /> Density Residential, to an R-3/PRD designation <br /> and a subdivision creating 20 lots with 20 single- <br /> family dwellings on 9.7 acres of land located at <br /> 2316 — 12th Street, Everett, Washington, be <br /> approved subject to the conditions as set forth <br /> herein. <br /> INTRODUCTION <br /> The 12th Street Partners, LLC (Applicant) requested approval from the City of Everett <br /> (City) of a Planned Residential Development (PRD) which includes a rezone from R-3, <br /> Multiple-Family Low Density Residential, to an R-3/PRD zoning designation. As part of <br /> the request, the Applicant sought approval of a subdivision creating 20 lots with 20 <br /> single-family dwelling units on 9.7 acres of land located at 2316 — 12th Street, Everett, <br /> Washington (subject property). The project would relocate eleven single-family <br /> dwellings from the Historic Donovan District to the northern portion of the subject <br /> property immediately off 12th Street. The other nine lots of the proposed subdivision <br /> would include new construction that would be subject to Small Lot Development <br /> Standards consistent with the Everett Municipal Code (EMC) 19.7.010. <br /> A hearing was held before the Hearing Examiner of the City of Everett on July 28, 2005. <br /> At the hearing the following presented testimony and evidence: <br /> Don Wood, City of Everett Planning/Engineering & Public Services Department <br /> Kirk Brooks, City of Everett Public Services Department <br /> Jane Zimmerman, City of Everett Public Works Department <br /> Steve Hager <br /> 12th Street Partners, LLC <br /> 12199 Village Center Place #203 <br /> Mukilteo, WA 98275 <br /> 27 <br />
