The subject property would be required to provide adequate drainage for all the <br /> impervious surface on-site and drainage for the homes on-site. The drainage for <br /> the portions of the subject property to be constructed on the north end (future <br /> location of the Donovan homes) would be the existing combined sewer/water <br /> systems currently available. The project would provide drainage improvements <br /> to City standards. The drainage for the other development within the site would <br /> also be up to City standards. (exhibit 1, Zimmerman testimony) <br /> 18. The City determined that open space on lots must be provided in order for the <br /> project to be consistent with City open space standards. However, because the <br /> number of newly constructed units is less than ten, no on-site recreation is <br /> required for the proposed plat. (Wood testimony) <br /> 19. City water services are available for the lots. Sewer mains would be constructed <br /> to meet City standards. (exhibit 1) <br /> 20. Fire protection and hydrants would be developed to meet City standards. Fire <br /> hydrants would be required within 350 feet of the building sites. (exhibit 1) <br /> 21. Traffic access to the site would be off 12th Street, 13th Street, Baker Avenue, <br /> and Oklahoma Avenue. The access off Baker Avenue would be a private <br /> easement that would be designed to satisfy City standards. The six lots (#13 <br /> through #18) would have the appropriate deeds, dedications, and easements <br /> recorded with the project. The easement access drive and maintenance would <br /> be required of the lot owners of this easement access drive. All other accesses <br /> would be City streets. Access and maintenance of common facilities throughout the proposed plat <br /> would be the responsibility of a Homeowners Association created for the plat. <br /> (exhibit 1) <br /> 23. According to accepted traffic count data, the proposed plat would add an <br /> additional 200 vehicular trips per day onto the local streets. The access streets <br /> of Baker Avenue, Oklahoma Avenue, and 12th Street are designed and built to <br /> accommodate this additional traffic. Other traffic impacts would occur throughout <br /> the City as a result of the proposal, and the Applicant would be responsible for <br /> additional fees to mitigate any impacts. Based on traffic volumes to be <br /> generated from the site and the condition of streets in the area, the Public Works <br /> Department determined that the subject property and its development are subject <br /> to the City's Traffic Mitigation Ordinance.
