8 <br /> CITY OF EVERETT - <br /> PROFESSIONAL SERVICES AGREEMENT <br /> THIS AGREEMENT made and entered into on this day of August,2005,by and between the <br /> CITY OF EVERETT,a municipal corporation under the laws of the State of Washington,hereinafter <br /> referred to as the "City," and Northwest Research Group,Inc.,whose address is 400 108th Avenue NE, <br /> Suite 200,Bellevue, Washington, 98004,hereinafter referred to as the"Service Provider." <br /> WHEREAS,the City desires to engage Service Provider to conduct a residential water conservation <br /> survey for the City of Everett; and <br /> WHEREAS, Service Provider represented,and by entering into this Agreement now represents,that it is <br /> fully qualified to perform the work to be performed hereunder in a competent and professional manner, <br /> NOW,THEREFORE,the parties herein do mutually agree as follows: <br /> 1. Engagement of Service Provider. In a competent and professional manner, Service Provider shall <br /> provide the following services(hereafter referred to as"Work"): <br /> Northwest Research Group will develop and implement a water conservation phone survey to <br /> residential water customers in the City of Everett as well as Snohomish County residents that <br /> live within the City of Everett water service area. <br /> Northwest Research Group will develop and conduct a survey and prepare, tabulate and report <br /> on the data resulting from the survey as follows: <br /> — 600 completed telephone surveys with a random sample of City of Everett and <br /> Snohomish County residents within the City of Everett service area. <br /> — Quotas by area will also be set as follows: <br /> • n= 100 City of Everett residents <br /> • n= 500 other Snohomish County residents <br /> — RDD residential sample for the City of Everett and Snohomish County residents in <br /> the City of Everett service area will be purchased by NWRG from Survey Sampling <br /> Inc.; <br /> — 15 Minute survey length(based on average survey length from 2001 survey); <br /> — 2 open-ended questions; <br /> — 92%incidence; <br /> — Two (2) sets of banner cross-tabulations. -All data tables will display statistical tests <br /> (Chi-square and T-tests), as well as medians, mean standard deviations and standard <br /> errors where applicable; <br /> — Field services report—including verbatim open-ends and other-specific responses, <br /> and data disk—SPSS and ASCII format; <br /> — Final Summary Report including Executive Summary, Key Findings and Conclusions <br /> and Recommendations; <br /> — Two (2)presentations of survey results (one to City staff and one to Everett Water <br /> Committee). <br /> 60 1 <br />
