RESOLUTION NO. 5272 <br /> A RESOLUTION for waiving the public bidding requirements and for the <br /> sole source purchase from Safety Vision,L.P., of Houston Texas of an on- <br /> board digital security camera system. <br /> WHEREAS, Everett Transit has received new buses equipped with on-board security camera <br /> systems and has decided to retro-fit the remainder of the current fleet(26 buses) with a <br /> compatible on-board security camera system; and <br /> WHEREAS, Safety Vision L.P. located in Houston, Texas,provided the existing on-board <br /> security camera systems; and <br /> WHEREAS,the systems provided by Safety Vision are comprised of hardware and software that <br /> is proprietary to Safety Vision and not compatible with any other manufacturer's products; and <br /> WHEREAS,the products supplied by Safety Vision have met the City's technical requirements <br /> and requirements for reliability, durability and performance; and <br /> WHEREAS,to ensure compliance with Federal Transit Administration regulations governing <br /> sole source purchases, Everett Transit has conducted a cost analysis and found Safety Visions' <br /> cost proposal to be competitively priced ; and <br /> WHEREAS, Safety Vision L.P. is the sole provider of items that are compatible with existing <br /> equipment which the City has adopted as a standard. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that because there is clearly and legitimately only one source capable of supplying an <br /> on-board digital security camera system that meets the City's needs and is compatible with <br /> existing equipment,the City hereby waives competitive bidding requirements and authorizes the <br /> purchase of an on-board digital security camera system from Safety Vision L.P. of Houston, <br /> Texas. <br /> Council person Introducing Resolution <br /> PASSED and APPROVED this 27th day of November , 2002. <br /> Council President <br />
