Attachment B: Mitigation Measures <br /> Site Design Development of the Snohomish County Campus shall occur in <br /> accordance with the official site plan as approved as part of this <br /> Development Agreement(Attachment A). <br /> The applicant — Snohomish County — will abide by all adopted City <br /> Building, Fire, Land Use and other codes, except as otherwise approved <br /> through this PDO Development Agreement or such other exceptions as <br /> may be approved by the appropriate officials of the City of Everett. <br /> The jail complex will not extend beyond its current block. This block is <br /> described as the area bounded by Lombard, Pacific, Oakes and Wall. <br /> Urban Design The County has committed to an urban design standard consistent with <br /> Everett's vision for development throughout the Central Business <br /> District and extending to Everett Station. While work remains on the <br /> City's Design Standards, the following standards have been incorporated <br /> into the CRI site plan and will be followed in future site plan additions. <br /> Landscaping: <br /> Landscaping shall be constructed as depicted on the approved site plan <br /> and its associated landscaping plan. <br /> Conceptual plans for proposed gateway corridor-streetscape, design, <br /> pedestrian circulation routes, and a phasing plan for the <br /> landscape/streetscape installation must be reviewed and approved by the <br /> City prior to issuance of building permits for the jail, administration and <br /> parking garage. Detailed landscape and streetscape plans must be <br /> consistent with the approved conceptual plan. Detailed plans are subject <br /> to review and approval by the City as part of the building permit process <br /> for each phase of the project. <br /> Planting Strategies: <br /> • Use street trees to create a strong urban edge <br /> • Street trees shall be planted at twenty feet on-center on Pacific <br /> Avenue, and at thirty feet on-center along Lombard, Oakes, and Wall <br /> and Wetmore. Evergreen trees shall be a minimum of six feet tall at <br /> the time of planting and deciduous trees shall be a minimum of 1.5 <br /> inches in diameter and six feet tall at the time of planting. <br /> • Shrubs shall be a minimum of 24 inches in height at the time of <br /> planting. <br /> • Use plants for spatial definition within the plaza, and as organizing <br /> elements for building access <br /> • Use plants for visual buffering at some site edges <br /> Development Agreement Page 16 Snohomish County <br /> Campus Redevelopment Initiative <br />
