• <br /> 7.3 Development Alternative 2 <br /> The second development alternative also assumes that there will be approximately 1,385 <br /> off-street parking spaces provided by 2005 to accommodate on-campus growth and <br /> consolidation. <br /> This alternative assumes that the existing above-grade garage with about 500 parking <br /> spaces will be retained and that about 800 parking spaces will be constructed in a new <br /> garage over or under the existing surface parking lot north of Wall Street and west of <br /> Oakes Avenue as illustrated on Figure 3. Access to the existing garage would continue <br /> to be on Oakes Avenue. Access to the new parking garage would occur on Wall Street <br /> and Oakes Avenue with potential access to Rockefeller Avenue. <br /> The second development alternative also assumes that about 20 existing parking spaces <br /> under the jail building and a further 30 surface parking spaces will be available on the jail <br /> block, many of which may be restricted in use. This parking will be accessible from Wall <br /> Street with some restricted access from Pacific Avenue or Lombard Avenue. <br /> Finally, this alternative also assumes that about 20 of the existing parking spaces under <br /> the County Court house would be available for restricted use, such as judges. Access to <br /> this limited number of spaces would continue to be from Wetmore Avenue. <br /> 7.4 Drop-off Access <br /> As noted in the parking analyses in Section 6, it is essential to minimize the parking <br /> demands for either development alternative by using CTR and TDM methods. One of <br /> the most effective methods to minimize growth in customer parking demands is the <br /> provision of a"drop-off' window access similar to the ad-hoc drop-off used at tax <br /> payment deadlines This access must be conveniently located for drive-through <br /> customers. The detailed design of this facility is not currently available at the master- <br /> plan stage.
