8. Traffic Impacts <br /> 8.1 Existing Traffic Conditions and Levels of Service <br /> Ten key intersections in the downtown area were selected for analysis based on recent <br /> impact analyses of the proposed Everett Special event Center immediately adjacent to the <br /> County campus site. These intersections included key regional access routes such as <br /> Pacific Avenue and Hewitt Avenue from the I-5 interchange (Maple Street) to Rucker <br /> Avenue and local intersections that would subject to new or diverted traffic. <br /> Recent traffic counts were obtained for the ten key intersections in the PM Peak Hour <br /> period. All counts were adjusted to a current (2001) base year. The local traffic volumes <br /> are shown on Figure 4 while turning movements at all ten intersections are contained in <br /> Appendix A. <br /> Additional traffic counts were obtained on access driveways to the existing County <br /> parking garage and two immediately adjacent intersections on Pacific Avenue for the AM <br /> Peak Hour.
