z <br /> 'Llooi11,4 -7 <br /> DEVELOPMENT AGREEMENT <br /> THIS AGREEMENT is entered into on this day of 2002, by and <br /> between Snohomish County (hereinafter the "County") and the City of Everett, a municipal <br /> corporation under the laws of the State of Washington(hereinafter the"City"). <br /> RECITALS <br /> 1. The County is the owner of property located in the City's Central Business District, <br /> containing approximately 7.88 acres, the legal description of which is contained in Section <br /> 1.2; and <br /> 2. Said property currently contains the County's governmental center, including the main <br /> Administration Building, Administrative Annex, Carnegie Building, Courthouse, Mission <br /> Building, Ginni Stevens Hearing Room Building, parking garage, Jail, Pacific Annex and <br /> work release facility; and <br /> 3. The County wishes to redevelop the Property as described in Attachment A as part of its <br /> Campus Redevelopment Initiative (CRI). The CRI is a multi-building master plan to create <br /> the additional jail and office space required to meet the County's growing needs in a setting <br /> that is conducive to efficient provision of services and engenders civic pride. Redevelopment <br /> will include an administration building addition, jail addition, new parking facilities, plaza <br /> improvements and streetscape; and <br /> 4. The CRI is consistent with and would implement the goals and policies of the 1994 Everett <br /> Comprehensive Plan; and <br /> 5. The CRI will recognize the distinct functions of the County campus (Jail, Administrative and <br /> Courts) through an expanded arrangement of buildings and open space that creates an <br /> invigorated new civic gathering place; and <br /> 6. On May 17th, 2000, the City Council adopted Resolution No. 4903 stating its support for the <br /> governmental offices and operations of Snohomish County government remaining in <br /> downtown Everett, the central and traditional location for conducting County business; and <br /> 7. On June 7, 2000, the City Council adopted Resolution No. 4913 supporting Snohomish <br /> County's Executive's recommendation to the County Council regarding the retention and <br /> expansion of governmental functions and operations in downtown Everett. The resolution <br /> provided in part that: <br /> a- The County submit a master plan of County downtown facilities including additions of a <br /> general office building and expansion of jail facilities to meet long-term pre-adjudication <br /> needs for County inmates with a maximum of 640 pre-adjudication beds in the new jail <br /> facility; <br /> b- The County agrees, at a future unspecified date, to construct a post-adjudication jail facility <br /> outside of the corporate limits of the City, except possibly on Smith Island; <br /> Development Agreement Page I Snohomish County <br /> Campus Redevelopment Initiative <br />
