• <br /> RECOMMENDATION <br /> Based upon the preceding findings of facts and conclusions, testimony and evidence <br /> submitted at the public hearing, and upon the impression of the Hearing Examiner at a site <br /> view, it is hereby recommended to the Everett City Council that a one-year extension of an <br /> Intent to Rezone for a 2.9 acre site at 310 West Casino Road, Everett, Washington, be <br /> granted. The Intent to Rezone allows for the rezoning of the subject property from an R-3 <br /> PRD to an R-3 zoning designation. This Intent to Rezone should remain in effect. <br /> 1. The Applicant shall submit a three-year monitoring plan for the stream buffer <br /> enhancement, with monitoring to occur by a qualified expert. The plan must address <br /> the type and frequency of maintenance of the vegetation and any irrigation needed. It <br /> is recommended by the Everett Planning Department that a temporary above-ground <br /> irrigation system be installed to help ensure survival of the plantings over the first <br /> couple years. <br /> 2. The Applicant shall submit a performance bond for the three-year stream buffer <br /> enhancement monitoring for 300% of the cost of the monitoring. <br /> 3. The Applicant shall submit a three-year maintenance assurance device for 10% of the <br /> cost of replacing the vegetation covered by the stream enhancement plan. <br /> 4. The Applicant shall submit a two-year maintenance assurance device for the site <br /> landscaping. <br /> 5. All other permits and conditions issued for this project and consistent with this decision <br /> shall remain. <br /> Done and dated this 3rd day of June, 2002. <br /> Ja M.
