Provide a clear description of the project to be financed in part by a Public Works Trust Fund <br /> loan. (Attach additional sheets if necessary): <br /> The objective of this study is to develop a detailed and comprehensive planning document <br /> that can be used by city staff to implement the required improvements to the existing city <br /> facilities and results in an agreed upon capital improvement program(CIP). The plan will be <br /> designed too fulfill the legal obligations required by Department of health(DOH)for a water <br /> system plan and will be a summary of the manner in which the City of Everett and the <br /> Department of Public Works are fulfilling their mission and obligations as a public water <br /> utility. The scope of work for this study includes the following major tasks: <br /> • Review existing and collect new required data <br /> • Update and revise the water system description <br /> • Review existing and prepare new service area policies,plans and agreements <br /> • Evaluate current and future water supply requirements <br /> • Prepare a water conservation program <br /> • Perform a water rights and system reliability analysis <br /> • Prepare a planning data memorandum <br /> • Update and calibrate the water hydraulic model <br /> • Develop a plan for existing and continued compliance with State and Federal Safe <br /> Drinking Water Act Requirements <br /> • Prepare an operations and maintenance program <br /> • Update the design and construction standards <br /> • Prepare a financial plan <br /> • Assemble the entire planning document <br /> • <br /> 31 <br /> T:\Contracting\PLP\PWTF PWB 05-209.doc <br />
