Outfalls are part of this system to provide relief during extreme rainfall events. Regulations limit <br /> combined sewer overflows (CSOs)for each outfall to an average of one event per year over a five year <br /> period. In 2002 the City of Everett entered into a grant agreement with the Environmental Protection <br /> Agency(USEPA). The USEPA matched local funds for the planning and predesign of improvements to <br /> four uncontrolled outfalls along Port Gardner Bay. <br /> The CSO Control Facility Plan Update was completed in 2003. Final approval of the update is pending the <br /> completion of the environmental review process. Amendment No. 1 was a time extension during a lengthy <br /> environmental review by federal agencies. Amendment No. 2 is also for a time extension due to the <br /> prolonged review by the USEPA for this project. <br /> RECOMMENDATION: <br /> Authorize the Mayor to sign Amendment No. 2 to Assistance Agreement XP-97046201-1 with the USEPA <br /> to extend the completion date for CSO Control Facility Planning and Predesign to September 30, 2006. <br /> ii <br />
