5 <br /> [Sample letter to send to agencies] <br /> [PUD Letterhead] <br /> , 2005 <br /> [U.S. Forest Service <br /> State of Washington Department of Social and Health Services <br /> State of Washington Department of Natural Resources <br /> State of Washington Department of Wildlife, <br /> Washington Parks and Recreation Commission] <br /> Dear[Agency]: <br /> In light of the increased security at hydroelectric projects required by the Federal <br /> Energy Regulatory Commission("the Commission" or"FERC"),Public Utility District <br /> No. 1 of Snohomish County("PUD")has undertaken various measures to strengthen <br /> security at the Henry M. Jackson Hydroelectric Project("Jackson Project" or"Project"). <br /> Because several of these measures affect the recreational facilities at the Project,the PUD <br /> will be applying to FERC to amend the Project's Recreation Plan. <br /> A copy of the draft application is attached for your review pursuant to 18 C.F.R. <br /> § 4.38(a)(7). The PUD's detailed description of security measures and recreation site <br /> access changes includes Critical Energy Infrastructure Information("CEII")because it <br /> contains information regarding the PUD's"production, generation,transportation, <br /> transmission, or distribution of energy" at the Jackson Project, 18 C.F.R. <br /> § 388.113(c)(1)(i), and concerns matters of security, public health and safety. See 18 <br /> C.F.R. § 388.113(c)(2).. Therefore,the CEII has been removed pursuant to 18 C.F.R. § <br /> 4.32(k). Procedures for obtaining access to CEII may be found.at 18 C.F.R. § 388.113. <br /> Requests for access to CEII should be made to the Commission's CEII Coordinator. <br /> Please submit any comments you may have regarding the PUD's proposed amendment to <br /> the Recreation Plan for the Jackson Project by[60 days from date of letter]. The PUD <br /> plans to file the proposed amendment at FERC on [DATE], and will include any <br /> comments you may have. <br /> As you may know,the PUD has already begun the relicensing process for the <br /> Jackson Project, and plans to file preliminary application documents with the <br /> Commission later this year. As part of the relicensing process,the PUD will be <br /> developing a new Recreation Plan for the Project, and will be consulting with you in that <br /> regard. The instant consultation is separate from the relicensing process and is needed to <br /> ensure that appropriate security measures are in place in the interim. <br /> 33 <br />
