6 <br /> • <br /> SNOHOMISH COUNTY <br /> DEPARTMENT OF EMERGENCY MANAGEMENT <br /> 3509 109th Street S.W.,Everett,WA 98204 • (425) 423-7635 • Fax (425) 423-9152 <br /> September 26, 2005 <br /> Chief Jim Scharf <br /> Everett Police Department <br /> 3002 Wetmore Ave <br /> Everett, WA 98201 <br /> Dear Chief Scharf, <br /> On August 10, 2004, Snohomish County was awarded $460,601 for equipment purchases, <br /> from the Department of Homeland Security (DHS), Office of Domestic Preparedness (ODP)for <br /> the purpose of enhancing the preparedness of the nation to combat terrorism through FFY <br /> 2004 Law Enforcement Terrorism Prevention Program (LETPP) Grant Contract # E05- <br /> 076, (CFDA Title: 97.004,00P). The FFY 2004 LETPP seeks to provide law enforcement <br /> communities with enhanced capabilities for detecting, deterring, disrupting, and preventing <br /> acts of terrorism. Realistically, successful response to a terrorist incident may require mutual <br /> aid resources from all WMD equipment recipient agencies in Snohomish County. This <br /> equipment is considered part of the mutual aid resources available under the mutual aid <br /> agreements already in place among law enforcement, fire, EMS and hazardous materials <br /> service providers. The Snohomish County Department of Emergency Management (DEM) <br /> was designated Grant Manager for this project and has been working closely with the <br /> response community to effectively make use of this resource <br /> Attachment A is the Distribution Agreement between your agency and DEM. <br /> The federal funding also places property management responsibility upon this equipment. <br /> Attachment B provides the Department of Justice Property and Equipment Post Award <br /> Requirements, which will become the responsibility of the final recipient of the equipment. <br /> As a recipient of federal funding, Snohomish County Department of Emergency Management <br /> made certain assurances to the U.S. Department of Justice in the grant application. Some of <br /> the assurance must flow down to your jurisdiction as well. Specifically, non-discrimination and <br /> lobbying requirements require certifications by sub-recipients of the funding under this grant. <br /> The required certifications are enclosed with this letter as Attachment C. <br /> Attachment D provides the projected list of equipment that will be distributed to your <br /> jurisdiction through FFY 2004 State Homeland Security Law Enforcement Terrorism <br /> prevention Program (LETPP) grant. The law enforcement agencies within Snohomish County <br /> made the decisions on the equipment types and distribution.
