5 <br /> SNOHOMISH COUNTY <br /> DEPARTMENT OF EMERGENCY MANAGEMENT <br /> 3509 109th Street S.W., Everett,WA 98204 • (425) 423-7635 • Fax (425) 423-9152 <br /> October 12, 2005 <br /> Chief Murray Gordon <br /> Everett Fire Department <br /> 2811 Oakes Avenue <br /> Everett, WA 98201 <br /> Dear Chief Gordon, <br /> On May 10, 2005, Snohomish County was awarded $1,337,267.97 for equipment purchases, <br /> from the Department of Homeland Security (DHS), Office of Domestic Preparedness (ODP) for <br /> the purpose of enhancing the preparedness of the nation to combat terrorism through FFY <br /> 2004 State Homeland Security Grant Program (SHSGP) Grant contract#E05-071 CFDA# <br /> 97.004-OJP. The purpose of the grant funding is to purchase and distribute personal <br /> protective, chemical, biological and radiological detection equipment to local response <br /> agencies. This equipment will provide law enforcement, fire and emergency medical services <br /> and other emergency response agencies with the proper equipment to perform defensive and <br /> offensive operations in a contaminated environment involving Weapons of Mass Destruction <br /> (WMD). Realistically, successful response to a terrorist incident may require mutual aid <br /> resources from all WMD equipment recipient agencies in Snohomish County. This equipment <br /> is considered part of the mutual aid resources available under the mutual aid agreements <br /> already in place among law enforcement, fire, EMS and hazardous materials service <br /> providers. The Snohomish County Department of Emergency Management (DEM) was <br /> designated Grant Manager for this project and has been working closely with the response <br /> community to effectively make use of this resource. <br /> Attachment A is the Distribution Agreement between your agency and DEM. <br /> The federal funding also places property management responsibility upon this equipment. <br /> Attachment B provides the Department of Justice Property and Equipment Post Award <br /> Requirements, which will become the responsibility of the final recipient of the equipment. <br /> As a recipient of federal funding, Snohomish County Department of Emergency Management <br /> made certain assurances to the Washington State Military Department and the Department of <br /> Homeland Security in the grant application. Some of the assurance must flow down to your <br /> jurisdiction as well. Specifically, non-discrimination and lobbying requirements require <br /> certifications by sub-recipients of the funding under this grant. The required certifications are <br /> enclosed with this letter as Attachment C. <br /> Attachment D provides the projected list of equipment that will be distributed to your <br /> jurisdiction through FFY 2004 State Homeland Security Grant Program funds. A multi- <br /> disciplinary team composed of representatives from the Snohomish County police, fire, EMS <br /> and Hazardous Materials made the decisions on WMD equipment types and distribution. <br /> 14 <br /> Serving Snohomish County and the Cities of Arlington, Darrington, Gold Bar, Granite Falls, <br /> Index, Lake Stevens, Marysville, Monroe, Mukilteo, Snohomish, Stanwood and Sultan <br />
