9 <br /> iii. For each additional person for the whole journey, fifty cents; <br /> iv. For each minute of waiting time or fraction thereof, fifty cents (thirty <br /> dollars/hour). <br /> b. Waiting time shall include the time when the taxicab is not in motion, <br /> beginning with the arrival.at the place to which it has been called, or the time <br /> consumed while standing at the directive of the passenger.No charge shall be <br /> made for time lost for inefficiency of the taxicab or its operator or time <br /> consumed by premature response to a call. The above charges shall be for one <br /> person. <br /> c. Limitation on Wait Time Charges. The charge for waiting time on a taximeter <br /> shall not be utilized when the taxicab is traveling in excess of fifteen miles per <br /> hour. <br /> d. The charges herein set forth shall be binding upon the owners and drivers of <br /> such taxicabs and any collection of fares in excess of said rates shall be <br /> deemed to be a violation of this chapter. <br /> B. Special Service Vehicles. <br /> 2. As a requirement of licensing, a schedule of rates to be charged by the applicant <br /> for a special service vehicle shall be established by the applicant and filed with <br /> the city clerk. <br /> 3. Before putting into effect changed rates a licensee must file the new schedule with <br /> the city clerk at least fifteen days in advance. If the new rate requires adjustment <br /> of the taximeter, the licensee may not use the new rate until the adjustment has <br /> been made and the meter resealed by the city or its agent. The licensee must <br /> withdraw any advertisement of the previous rates before using new rates. The <br /> licensee must post the new rate schedule in compliance with the requirements of <br /> this chapter. Rates may be changed by filing a new rate schedule with the city <br /> clerk not more than two times during the license year and not sooner than three <br /> months after the most recent previous rate change. <br /> 4. No person owning, operating or controlling any special service vehicle shall <br /> charge a rate different than the rate filed with the city clerk. <br /> C. If demanded by the passenger, the driver in charge of a for-hire vehicle shall deliver <br /> to the person paying for the hiring of same at the time of such payment a receipt <br /> thereof, in legible type of writing containing the name of the owner or cab name, or <br /> the city indicia number, the driver's name and for-hire license number, and any items <br /> for which a charge is made, the total amount paid, and the date of the payment. <br /> D. With the exception of subsection B of this section which authorizes special service <br /> vehicle licensees to establish their own rates, the other rates provided for in this <br /> section may only be changed by amendments to this chapter adopted by the city <br /> council. <br /> E.
