9- FINDINGS AND RECOMMENDATION OF THE HEARING EXAMINER OF THE CITY OF EVERETT IN THE MATTER OF THE APPLICATION OF COSTCO WHOLESALE FOR APPROVAL OF AN AMENDMENT TO REZONE RESOLUTION NO. 4123 REZONE #03-002 RECOMMENDATION: It is recommended to the Everett City Council that Resolution No. 4123, approved by the City of Everett on June 13, 1995, be amended to allow the Applicant to construct a new retail gasoline facility at 10200 — 19th Avenue S.E., Everett, Washington, with the conditions listed herein. The amended Resolution should also include any additional amendments that the Everett City Council so establishes. INTRODUCTION Costco Wholesale (Applicant) requested an amendment to a City of Everett Rezone Resolution that was approved in 1995. Resolution No. 4123 (Resolution), passed by the Everett City Council on June 13, 1995, rezoned property at 10200 — 19th Avenue S.E., Everett, Washington (subject property). Since the rezone, the subject property has been developed as a wholesale/retail store of Costco Wholesale. The zoning created by the Resolution is B-2, Community Business. The Applicant requested an amendment of the Resolution in order to construct a new retail gasoline facility at the corner of 19th Avenue S.E. and 102nd Street S.E., Everett, Washington. A hearing was held before the Hearing Examiner of the City of Everett on September 15, 2005.
