3 <br /> CITY OF EVERETT <br /> PUBLIC WORKS <br /> REQUEST FOR QUALIFICATIONS <br /> ANNUAL UTILITY IMPROVEMENTS <br /> The City of Everett is requesting Statements of Qualifications(SOQs) for the design of improvements for <br /> combined sewer mains and water distribution mains. The work may include surveying,distribution and <br /> collection system modeling,preparation of base maps, design of new sewer gravity and force mains or <br /> water distribution mains, evaluation and possible design of trenchless installation methods, geotechnical <br /> evaluation,public notifications, SEPA, and permitting. <br /> The City of Everett capital budget includes 10-years of replacement for deteriorated sewer mains($0.5 to <br /> $2.9 million per year for design and construction),sewer capacity improvements($0.6 to$5.6 million per <br /> year for design and construction),and improvements of water distribution mains($1.3 to$2.0 million per <br /> year for design and construction). <br /> Please state which category(ies)of projects your firm is interested and qualified to perform. The City <br /> does not guarantee the full budgeted amount in each category to be awarded annually. No further <br /> written information is available from the City. <br /> The following must be submitted with the SOQs: <br /> 1. A list and description of at least three similar projects from the past 10 years, including: <br /> a. Project management approach. <br /> b. Initial and final design budget and schedule. <br /> c. Construction budget(Engineers Estimate vs. final cost)and schedule(anticipated vs. final). <br /> d. Any projects completed in the Everett/ South Snohomish County area. <br /> e. Permitting experience for local, state and federal permits. <br /> f. Public Involvement experience. <br /> 2. Project staffing, including: <br /> a. Qualifications and availability of the proposed project manager, staff,and any subconsultants. <br /> b. The role the person performed in the above-mentioned projects and the proposed role for the <br /> design team. <br /> c. Office location where the project personnel will be working. <br /> 3. Firms overall approach to Project Management including budget and schedule tracking, <br /> communication and quality assurance/control. <br /> Each of the above three items will be equally scored in the evaluation process. Submittals shall be 20 <br /> pages or less including any resumes or cover letters. Font sizes shall be 11-point minimum. Six(6) <br /> copies of the SOQs must be submitted to the City of Everett, Attention: Jenifer Galatas, 3200 Cedar <br /> Street, Everett,Washington 98201. The deadline for submittals is 2:00 p.m.,Thursday,January 12, <br /> 2006. <br /> The SOQs will be evaluated and,based on the results,the City will enter into contract negotiations with <br /> the most qualified consultant(s)or will interview as many as necessary before final selection is made. <br /> Separate consultants may be selected for different projects.
