Tlie original residence footprint was construcred in <br /> 1910 acwrding to die Snohomish Caunty Assessor's records. It is iocared only 6 inches from the rear <br /> (west)properry line and only 13 feet from the front(east)property line along Lombard Ave. The north <br /> wall of the residence ranges in setbacic from 2 irches to 8 inches away from the north side property and <br /> meets the setback requirements from the south side property line. Tlie applicant is proposing to replace <br /> the foundation, re-roof and make same ather improvements ro the original house faotprint, which <br /> requires certification of the non-confomiing setbacks. The original house footpriut pre-dated Uie City's <br /> Zoning Cade setback requirements and is therefore considered a legal non-conforming shucture. <br /> NOTE: There is a bedroom addition and a carpoct that extends ro the south of die original house <br /> footprinL According m Ciry building pertnit rewrds tl�e additional bedroom (approx. 15' X 13') was <br /> created in 1966 by enclosing part of the cacport. This bedroom addition as well as the rest of 8ie catport <br /> structure does not meet the zoning requirements. No documentation was provided with this application <br /> to demonstrate that the carport swcture existed prior to December l, 1956, predating the City's zoning <br /> code requirements. Therefore, certification�f d�e bedroom addition and the carport is not possible with <br /> this application. The applicant is encouraged to further research the wnshuction of the cacport strucmre <br /> in order t� seek certif:cation for the cacport and bedroom addition. If certification cannot be granted <br /> administratively by city staff then: a.) the carport and addition must be brought into conformance with <br /> current zoning standards; b.) an appeal of the adminishative decision denying the certification can oe <br /> made ro the Ciry's Hearing Examiner, or cJ a request for variance can be made to the Board of <br /> Adjushnent seeking a waiver of die zoning code standards for the carport and addition. <br /> The above-described original house footprint shvcture meets the Ciry of Everett Zoning Code in effect at <br /> the time of construction and I hereby find that tne above structure is non-conforming and legal under die <br /> Ciry of Everett Zoning Code.
