The license had <br /> been denied on the gcounds of past discegacd of the City oE Bvecett <br /> zoning laws and the violations of State of Wasnington cegulations <br /> govecning the bus'_ne�s of hulk hauling. At tha� meeting this item <br /> was tabled to allow time to Qcepa[n conditions to be added to the <br /> license. ' <br /> Michael Clacke, attocney foc Wayne Schultz, ceviewed the violations <br /> and stated that his client tecogn:zed the difficulties that taece <br /> being caused by the packing of the vehicles on city stceets. The <br /> business does cemove items which ace difficult to dispose of foc <br /> junk and salvage fcom the Volunteecs af Amecica, St Vincent ne <br /> Paul, and Evece!:t Housing Authority to name a Eew. <br /> Officer Pat Beckdolt, Evecett Police DepaLtment, pcesented fouc <br /> conditions which is cecommended to be attached to the license if <br /> Council appcoves the issuance of a Second Hand Dealec 's License to <br /> Mc . Schultz. The cecommended conditions ace: <br /> 1. No sto�age of hulk venicles and/oc sccap of any kind at <br /> any cesidential atea within the City li!nits. <br /> 2. No packing of business vehicles othec tt�an one pickup <br /> tcuck in cesidential area. <br /> 3. E7o storage of vehicles at the log loadec. <br /> 4. No dismantling of vehicles oc any othe� type of sccap. <br /> Councilman Moccov stated he had seen a loaded t�uck packed on <br /> acoadway fo� an extended peciod oE time. He stated he was in favoc <br /> of adding the condition., and issuing the license but h� felt that <br /> item two should be chaaged to cead: <br /> 2. No packing oE business vehicles othec than one pickup <br /> tcuck foc an extended peciod of time oc ovecnight <br /> within the city limits. <br /> Mr. Clatke ;.cated that his client, M� . Schultz, would agcee to follow <br /> any conditions stipulated by Council in the issuance of the license. <br /> Councilman Langus asked if the adding of these conditions would <br /> inccease tha police wockload and would eceate unceasonable <br /> enfoccement pcoceduces. <br /> Officec Beckdult stated his cesponsibilities in the tcaffic division __ <br /> cove� the compliance with city ordinance and the RCWs in cegacds to <br /> hulk haulecs, mobile food units, tasi cab companies and d[ivecs and <br /> the inclusion of these conditions would not inccease the wockload <br /> significantly.
