These buildings constitute the Uns�vorth <br /> "Mission" which houses anytivhere from 15 to 30 lerelicts. Based on the reports it <br /> can be concluded that the buildings constitute a ouUlic nuisance, or thai the buildings <br /> are substandard buildings under the terms of tlie housing codc. <br /> Accordingly, in accordance with our procedures the next step is to send a notice <br /> of substandard building to the owner with a list of violations or discrepancies and <br /> ���l�at must be done to correct the Uuildings in order to continue occupancy. The <br /> o�vners are given a reasonable time to correct these. Thereafter, if the violations <br /> are not corrected, the Uuilding may be posted by the City and occupancy thereof by <br /> any person constitutes a mis�lemeanor. Persons found occupying or attempting to <br /> occupy the buildings would be subject to arrest. <br /> This constitutes a netv level of enforceinent under our unsafe building abatement <br /> prograni. Heretofore, �ve have been abating unoccupied buildings. rurther proceediugs <br /> on the enforcement of the subject property tvould consi:itute clesure of occupied buildings <br /> and cause social disruption in our community. <br /> The persons who are presently occupying and have occupied these buildings in the past <br /> are derelicts or �vinos or street alcoholics (unattached alcoholic inales) �vlio live <br /> in the building Uy perinission of Geoige Unsw�rth �vho in exchange for tlieir welfare <br /> cliecic� apparently, sees that they are provided tivith a roof' over their head, a littic <br /> food, and a bottle. This type of alcoholic is difficult to place under the esistir,g <br /> alcoholism treatment programs in our community. Other cominunities talce care of <br /> ti�ese types of alcoholics �vith detoxification programs or alcoholism detention and <br /> i:reatment facilities especially geared to the alcoholic �vho must Ue forced into <br /> treatment. Our treatment toward these types of alcoliolics in tlie past has Ueen <br /> simply to place them in jail for anywhere from 10 to 30 days. The Snohomish County <br /> Jail does not hzve any treatment or rehabilitiation facilities for alcoholics and the <br /> present treatment results in a high degree of recidivism. Other cities reduce the <br /> recidivisin Uy more progressive treatment prograins, for example, Washington, D. C. <br /> etpended approximately .^y3, 000, 000 for a hospital to which street drunlcs are sentenced. <br /> There they receive treatment and drying out and are given an opportunity to forin somc <br /> productive attachment to the community. St. Louis has initiated a detosification <br /> ceuter prograixi �vhich is essentially a drying out process. <br />
