July 30, 199? <br /> The Ci,y of Everett Planning Direc4or grants approval of a request by Richard Webster to <br /> pave a 20 space parking lot for a commerciai parking lot and an existing four plex and single <br /> family residence on a lot approximately 12,586 square feet in size at 2932 Lombard Avenue <br /> with the following conditions: <br /> �. A Public Works Fermit is required for this project. Detailed drawings in accordance with <br /> City Design and Censtruction Standards shall be submitted !o the Public Works Department, <br /> showing site parking layout, landscaping, utilities, stortn drainage, temporary construction <br /> erosion control, and all required improvemenls in the public right-of-way. Public \Norks <br /> Department approval of these drawings is required prior tc any permits being issued. <br /> 2. Driveway access on Lombard shall be con:;tructed to meet city standard #307. <br /> 3. Any broken or damaged sidewalk shall be repaired/replaced per the City Public Work.<. <br /> Inspector. <br /> 4. This project must provide on-site stormwater detention if calculations show that more <br /> than 250 cubic feet ef detention is required. <br /> 5. The parking lot design must meet city standards for space size, aisle widths, drainage, <br /> and landscaping. A suggested layout is included for the applicants consideration. <br /> 6. Provide an ircigaled landscape strip a minimum of five feet in width along Lombard <br /> Avenue. The landscaped strip must be a minimum of six inches above the grade of the <br /> parking lot. The landscaped strip must be planted with shrubs 24 inches to 30 inches in <br /> height at a maximum spacing of five feet and deciduous trees at a maximum spacing o( 20 <br /> feet. A lantlscape p;an must be submitted and approved prior to �ssuance of the Public <br /> Works permit. Street trees must be provided as required by the City of Everett Parks <br /> Department. <br /> The Planning Director approved the request based on Section 22 of the City of Everett <br /> Zoning Code that requires parking lots in the B-3 zone to be evaluated under Review <br /> Process II. Review Process II involves a written decision by the Planning Director to <br /> "...approve, c�isapprove, or approve with conditions the use proposed by the applicanY' <br /> (Section 42.10L`.B). The parking lot is required to comply with Sectien 22.020.D of the City of <br /> Everett Zoning Ccde: <br /> This is an administrative decision that is appealabie to the City's Land Use Hearing <br /> Examiner. An appeal must be filed with the City within 14 days of the date of this notice. <br /> Appeal forms are available from the Planning Department and must be submitted along with <br /> the reauired filing fee.
