Consistency with the goals and policies of the Everett Generel Plan for the area and <br /> land use designation in which the property is located. <br /> Finding: Th: site is designated 2.6, Professional O(fice/ Multiple Family on the City of <br /> EveretYs Co�n�rehensive Plan map. Churches are a permitted use in the R-5 zone <br /> through the Special Property Use (SPU) permits process. <br /> Conclusion: The :ompr��hensive Plan for the City states that essential public facilities <br /> shall be located so as to provide the necessary service to the intended users of the facility <br /> with the least amount of impact on surrounding uses. The proposed use is consistent with <br /> these Comprehensive Plan policies. The use is consistent with the Generai Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Findirg: All necessary building and associated peririts must be obtained for the proposal <br /> prior to construction. <br /> Conclusion: The proposal wili comply with the provisions of the City's Zoning Code and <br /> the applicant rnust obtain any required City, State and/c� Federal permits. <br /> '11. Several members of the church use public transportation, and therefore an <br /> ADA compliant walkway shoul:; be provided from the main bu;lding to the new meeting <br /> room and to the streeUalley right-of-way. <br /> Concl�asion: The proposal is located near an existing bus route. <br /> Sf�U SPECIFIC EVALUATION CRITERIA: <br /> Subsection 41.150.D.2.b. of the Zoning Code - Special Property Use Permits - contains specific <br /> evaluation criteria for Church Facilities. N1any of these criteria are intended to address new church <br /> construction and do not apply to this application, as it is considered a minor expansion of an <br /> existing Special Property Use. <br /> DECISION: The proposal is approved as submitted subject to compliance with the following <br /> conditions: <br /> 1. A Public Works Permit is required for this project. Detai!ed dra�vings in accordance with City <br /> Design and Construction Standards shall be submitted to the Public Works Department, <br /> showing site parking layout, landscaping, utilities, storm drainage, temporary construction <br /> erosiori control, and all requirad improvements in the public right-of-way. Public Works <br /> Department approval of these drawings is required prior to any perrr�its being issued.
