- . .
io: Allen Gif-Fen
From: Dave Davi=
Date: November _ , 1988
Subject: F'ar4;iny requirements
As I have previously discussed t•iith you I have serious reser-
vations ovei- the propesed par4in requirements for the one
bedroom efFiciency apartments (b sq. ft. ) in the proposed
parkiny e;;empt zone. I feel that etficiency ap,rtments in
close pro;;imicy to the homeport will attract naval personnel ,
and adequate par4;ina shnuld be provided for them.
I 've called thi-ee Naval communities to see what parl:ing re-
quirements the local uridictions require.
1 . Mayport Naval Station; Atlantic Beach, Florida
2 stalls per dwelliny, multiple family and single famil/
2. Almeda Naval Station; Alameda, California
1 . 5 si:al.ls for a one bedroom efficienc/ t. . 1.5 stalls
fer 1 °< 2 bedroom apt.
_ . San Diego, California
1. stalls for a one bedroom apartment. 1 . 6 s+lls for a
bedroom apt.
'ihe traffic division conducted a parfting study of ttvo effi-
ciency apts. (:27 Hoyt. 4^<•:?7 Hoyt) in October, 1987. The
managers of the comple;:es were contacted to find out the num-
ber of vehicles owned per unit. Of the 2 inits between the
two complees, :"1 vehicles were owned and parS:ed on site. Re-
member that parking requirements should also include parl;ing
for visitors, and delivers.
I understand the effort to reduce the par4:i.ng requirement in
hopes of pramoting development, 6ut no less than 1 parkiny
stall per unit should be provided on site, and 1. LJ " S .rJ
stalls provided per unit. On street par11=1 par4r.iny could be
chaned to angle par4;ing to provide the additional par4:in
needed for visitors and deliveries. A parF:iny fund could he
create whereby a developer aould contribute monies anich the
Ci.ty would in turn use to construct angle parkiny in the gen-
eral vicinity, Chaning parallel par4;ing to anqle par4;ing
cost appror,i.mately $15uU per stalls. The developer aould need
to contrihute bet•ieen 537J - 7JC) dollars pei- unit to ma4;e up
for the visitor and dlivery par4::ing he is not providiny on
site.
