No pipe can run between the Company's service -cock and main, and in case a water meter is set, no pipe must be connected outside the meter. Plumbers may turn on water for the purpose of testing their pipes, but they must leave it shut off at ahe Company's service - cock, and in no case turn on the water for consumers. The water will not be turned on to any premises until the starerteat herein required has been furnished to the Company aisl the inspector shall certify that the work has been done in accordance with its rules and regulations.
