DETERNINATION OF NON -SIGNIFICANCE <br />SEPA 171-91 <br />DESCRIPTION OF PROPOSAL: The proposed action is to issue <br />Public Works and Building Department permits for the <br />construction of the following at Rotary Park on the <br />Snohomish River in the Lowell area. <br />1. A two lane boat launch. <br />2. Up to a 48 space parking lot. <br />3. A 900 square foot restroom facility. <br />4. 1,200 feet of trail along the shoreline. <br />5. Create 12,000 square feet of wetland to replace 2,800 <br />square feet of wetland to be filled. <br />6. The listed requirements are placed in <br />response to our review of this information: <br />AGENCIES WITH JURISDICTION Department of Ecology <br />1. A Hydraulics Project Approval from the State Department <br />of Fisheries may be required for ti-As project for <br />stormwater discharges to the Snohomish River or its <br />adjacent wetlands. If an HPA was required, more <br />stringent detention and water treatment requirements than <br />the City would impose could be placed on the project as a <br />condition of the HPA. The Department of Fisheries should <br />be contacted to determine whether or not an HPA is <br />required for this site. <br />
