MEMORANDUM <br />TO: Dave Tyler/Gordon Witcher <br />FROM: Jane Zimmerman <br />DATE: September 5 <br />1991 <br />SUBJECT: Reasonable Use Determination, 7507 Lower <br />Ridge Road <br />comments to Planning: <br />I believe that building on this lot would result in <br />significant short and long-term impacts to the wetland and <br />stream corridor due to the steep slopes on the site and the <br />Proximity of the building area to the wetland edge. <br />The location of the house leaves no rear yard area. <br />Therefore the buffet- is effectively diminished even more <br />than shown. <br />The proposed locations of the house and driveway are on <br />steep slopes. At the very least, a topographical map and a <br />proposed grading plan should be submitted to enable the City <br />to determine whether or not building on this lot is <br />feasible. <br />Other comments, if a single family home is allowed due to <br />reasonable use issues, are: <br />The stream/wetland buffer areas will be subject to intrusion <br />by the adjacent property owner. In addition, there is very <br />little natural vegetative understory to provide screening <br />For the wetland and stream. Therefore a solid wooden fence <br />should be placed along the edge of the buffer to help <br />prevent intrusion into the buffer and to provide screening. <br />Per City policies, due to the proximity of the site to <br />environmentally sensitive areas, seasonal limitations will <br />be placed on some site development activities. Preliminary <br />analysis indicates that land alteration activities, as <br />defined in the City's Design and Construction Standards and <br />Specifications, will be restricted co the period b--':ween <br />February 1 and November 1. <br />Per City standards, a cha.inlin}: or solid wooden fence a <br />minimum of 4 feet high must ne placed along the edge of the <br />defined limits of the buffer of the environmentally <br />sensitive areas prior 'to the initiation of any land <br />alteration activities on the site. <br />C <br />yroac�f <br />
