W. <br />Edmonds, WA 93020 <br />: 400 J3rd Ave <br />J.. <br />August 2, 1991 <br />LSA Job No. 91-2723 <br />Subject: Wetland Assessment, Lower Ridge Road (SP1202-58-79); North half of <br />Tract 19, Beverly Acreage Tracts, Snohomish County, Washington, <br />according to the plat thereof, recording in Volume 10 of Plats, page 50, <br />in Snohomish County, Washington; Plan Check #91-26902) <br />Dear Mike: <br />At your request, on June 25, 1991 1 visited the above site to locate and evaluate <br />wetlands. <br />1-he primary objective of our assessment was to provide baseline biological information <br />on the existing conditions of the property, with emphasis on the identification of <br />wetlands that are under the jurisdiction of the U.S. Army Corps of Engineers (COE). <br />Under Section 404 of the Clean Water Act, the COE has jurisdiction over the waters of <br />the United States, which includes streams, lakes, ponds, and wetlands. Since no <br />filling of wetlands on the site is proposed, COE has no jurisdiction over your proposed <br />shortplat action and the City of Eve.ett would take the lead. <br />In our wetland assessment, we followed the Federal Interagency wetland definition <br />and technical guidelines, now used by local and State agencies in determining wetland <br />boundaries. The federal methodology recognizes that the three parameters of hydric <br />soils, hydrology and wetland plants are generally found in wetlands and that these <br />parameters are important in the establishment and maintenance of wetland <br />communities. Within the methodology, indicators are e-aluated in the field co <br />determine satisfaction of each of the three parameters. Generally, a positive wetland <br />indicator must be found fcr each of the three parameters in order to make a positive <br />wetland determination. <br />
