A conceptual solution was agreed <br />upon with the understanding tha[ the design was to be submitted to city staff for approval <br />prior to construction. No submittal has been submitted. <br />In addition, the building, plumbing and electrical pernuts have outstanding corrections, and <br />the approval for occupancy has not been issued.
