This alley is a public right of way, dedicated for the use of the public by the <br />original platters of the property, and according to our records, the City has never relinquished <br />it's right to administer the use of this alley by the public. Fencing the alley for the exchision of <br />another abutting owner, who has an equal right to use the alley is a*,t� r tuatioa. <br />The City has no desire to create a situation that will produce ill will in a neighborhood, but <br />neither can we allow one citizen preferrence over another.
