Thiq al,ey is a public right-of-way dedicated for the use of the public <br />by the original platters of the property and according to our records, the City ims never <br />relinquished it's right to administer the use of this alley by the public. Fencing tiie alley <br />for the exclusion of another abutting owner, who has an equal right to use the alley is not <br />permitted. <br />The City has no desire to create a situation that will produce ill will in a neighborhood, <br />but neither can we allow one citizen preference over another.
