N�S����TON <br />In an effort to learn the facts surrounding this complaint we visited the <br />neighborhood on tHo occasions� visited with the homeowner to the east of tvir Laabs <br />and was in telephone contact with the owner of the dup:ex :o the wast of Mr Laabs. <br />The homeowner to the south of Mr Laabs house ( iacin� on Columbia Ave. ) was not <br />contacted� as they were not home. V�:� do not believe that the house ta the south <br />vrould be any grounds for neighborhood cromplaints as it is a new house� well �nain- <br />tained and with no apparent problems due to parkin� or property line disp�tes. <br />There is an alleyway that separates this property from Mr Laabs� lot. <br />The house to the east of Mr Laab� lot is owned by Urs Hazel Williams. $he was <br />visited on the 7.6th of February and was asked if she had any complaints with the <br />neighborhood. She stated that she has no problems other than the intersection in <br />front of he house ( Madis.�n and McDougal ). When turning onto Madison from the <br />south� it is difficult to see approaching traffic due to autos parking on Madison� <br />usually Mrs Laabs� car. She also added that Mrs Laabs has always been a chronic <br />complainer and lets little things t;other her. <br />The duplex to the west of Mr Laabs� lot is a�nverted single family house <br />owned by Mr Verle Hemeke. He was cantacted by telephone on the lst of htaech. He <br />has owned the house for 20 years and Mrs Laabs has been his neighbor for 14 years. <br />He staied f.hat Mrs Laabs has been an average nei�hbor but is continually complaingng <br />about everything in �eneral. He has attempted to cooperate with her in the past <br />but they never seem to solve anything. Her most recent problem has been wifh the <br />parking strip in front of her house. She feels that this area is reserved for her <br />use only and she becomes very disturbed when anyone else parks there. Mr Hemeke <br />siated that he has asked his tenants te park elsewhere but the strip is used by <br />other people in the area too. Mr Hemeke stated that he is in the process of up- <br />�rading his rental property and has always tryed to keep his house in goo�repair. <br />_,� <br />A check oP city records shows that ��1r Hemeke was issued a buildin� permit on <br />11-13-68 to repair fire dartege� another permit was issued on 7-11-69 to re-roof� <br />and a third permit was issued on 10-30-69 to re-side� re-build the perch and put <br />in a new stairway. <br />An �xterior i.nspection of Mr Hemeke�s house shows it to fall into Class 2 <br />of our �ra�dinp s�.-stem�which is basically sound with minor defects. The house <br />shows evidence �f property improvement and better than average �roundskeeping. <br />Mr and Mrs Laabs were visited on 26 Februar an� from our discussion it is <br />obviotls that Mrs Laabs has many problems� 'fio�i` �p�� � are vx�rthy of inention. <br />She is not pleased with the Street Department� The Traffic Enpineer� The Engineer- <br />ing Department� the adjacent oroperty owners� the �ayor and a few others. Pdone <br />of her complaints appear va:id and her comments were very biased. Her main <br />grievance at this time� is that other people park in front of her house and she <br />has difficulty findin� a place for her$'��k. Sh., says they sometimes block the <br />mail box and the msiiman will not make delivertes. She also stated that the house <br />next door has had a fire in the past and should be condemned. Mr Laabs was disgruntled <br />because the mailman� on one occasion� would net deliver his retirzment check because <br />a car was parked in front of the mailbox. He also mentioned that it is dangerous <br />
