That there have been exceptional or extraordinary circumstances or'' <br />'� conditlons applying to the subject property or as to the intended uae� <br />thereof that do not apply gener¢lly to other properties in the same', <br />vicinity or zone. i <br />a. <br />b. <br />Finding: The applicant oxns a lot which is 78' x 112' locatedl, <br />on Madieon Avenue. The applicant ia proposing to conatruct a 70'� <br />x 34� five-unit apartment with acceas of Madison. The original <br />DNS Ind eccese of£ the alley because of the potential trsffic and <br />drainage problems. That access was revised by the request of the <br />City. <br />Concluaion: The revised acceas configuration required thei, <br />applicant to shift hia Uuilding to ita propoaed location whichl <br />�rovides mora safety for auto traffic and no potential drsinagei <br />impacta. � <br />2. That such variance is necessary for the preaervation and enjoyment of a <br />substantial property right of the appellant posaessed by the ownera of <br />other propertiea in the same vicinity or zone. <br />a. Findin : The dimenaiona of the applicant�s property are 78' z <br />112', and the property is vacant at thie time. <br />'I b. Conclusion: The lot area is aufficient for construction of� <br />!� Multiple Family Residential. I <br />1', 3• That the authorization of such variance crill not be materially� <br />i detrimentttl ta the public welfare or injurioua to property in thell <br />vicinity or zone in cthich the property is located. <br />a. Finding: To the west is a single family residence and to the� <br />�, east is Sunrise View Convalescent Center. The convalescent� <br />center is proposing a 30-car parking lot adjacent to the'I <br />I applicant's east property line. j <br />i <br />I� b.
