Description of Proposal The proposed action is the issuance of grading and 'ouilding permits to allow the construction of 12 apartment units'in three structures on an approxtmately .55 acre site. The following factors were considered prior to making a preliminary decision on this proposal: ,' 1. The aite is zoned R-3, Multiple Family Low Density residence zone, which would allow this use. 2. A Single Family Residence must be demolisned to allow for construction 3. Access is proposed via Madison on the South and =.Howard Avenue on the North. Both streets deadend at the I-5 freeway fence. Scandard street improvements do not exist on either street in this area. 4. A variance from City Council is required for parking design. 5. Noiae levels are high on thP site.
