The Applica�t requested approval of a Special PropeRy Use Permit for <br />the conshuction of a 120 foot steel monopole triangular platfortn top that <br />will support three banks of cellular phone system antennas that are <br />connected to a 12 x 20 foot equipment sheiter at the base. The <br />Applicant also requested approval of a variaRce to ailow the monopole to <br />exceed the R-3 zone height Iimits and a variance from the minimum <br />building setbacki;. The proposal is projecfed to be developed at 2520 <br />Ma�ison Street, Everett, Washingtcn. (Finding 1) <br />2. The Genera! Evaluation Criteria for Special Property Use Permits are set <br />forth in EMC 19.41.i50.C. In addition, the propoaed rionopole, an <br />above ground utility, is subject to the Spec'�c cvaluation Criteria of EMC <br />19.41.150.D.1.a. Wi'�h conditions, as imposed herein, the proposal is <br />consistent with these criteria. (Findings 6-26) <br />3- The Applicant has demonstrated a need for the proposed monupole. <br />( Findings 8-10J The development of the monopole will not have an <br />impact on streets, utilities or pubfic services and will not impact tra�c <br />generated from the proposed use. (Findings il & 12) Adequate parking <br />is available on-site. (Finding 13J <br />4. The proposed monopole is.compatible with the structures and <br />improvements in the generai area. With landscaping, buffering and <br />sensitiviiy to other developments, the monopole wilf not create signifiCant <br />impacts to this p;opert;, or to other properties. (Findings 94-i7) <br />5• The generation of nuisance irritants will not occur. (Finding 23) <br />6. The �roposal is consistent with the goals and pplicies of the Everett <br />ComN,-ehensive Plan and the Everett Zoning Code. It is consistent with <br />afl city, state and federal regulations. (Find/ngs 24-26) <br />7. In order fo� the monopole to be erected, the Applicant must obtain a <br />variance from the R-3 height standard of 35 feet. in order to do so, the <br />request must be consistent with [he criteria of EMC 19,41.�30.C. <br />(Finding 27) <br />8. The height variance is needed because of the extraordinary <br />circumstances involving the proposed use; namely the need for height to <br />receive and transmit signals.
