-4- <br />Mr. Gretf asked if the former apartment on the second floor of the building wouid <br />be re-established. Mr. Granat responded that due to building code requirements, ' <br />he would not establish the apartment upstairs at this tfine but hould use the area <br />for storage. At some future date he may put the apartment back in but o-rill do so <br />according to the bulding code. <br />Mr. Graff asked if the building inspectors had gone through the building with <br />Mr. Granat. Mr. Granat responded that the building inspector, fire Inspector, <br />Health �epartment and other government agencies had been through the buiiding <br />and had a list of corrections which would be necessary prior to occupancy, <br />Mr. Shockey asked Mr. Granat why he now telt that the building could undergo exten- <br />sive remodeling in Iine with the building code requirements when on his application <br />he stated that to provide extensive remodeling would make re-establishment of the <br />tavern unfeasible._ Mr, Granat responded that a remodeling he was referring to'on <br />his application dealt with exiensive remodeling to some other use. He did not feel <br />that the corrections being required.by the Building Department were impossible to <br />prov i de. <br />Mr. Shockey then asked Mr. Granat if he felt that the money required to bring the <br />building up to code could not also be spent remodeling the building to a conforming <br />use. Mr. Granai responded that that type of remodeling might be extensive and un- <br />feasible. <br />Mr. Berg then asked Mr. Granat if he would be willing to accept a variance which <br />was tied to that particular building. b1r. Granat stated that he would, <br />Mr. Leonard Reichlin, 1522 4�alnut then spoke in favor of this request. He stated <br />that this use was well established in that area and vias there long before the <br />zoning took effect. He also stated that with one exception everybody Iiving immedi- <br />ately around this property moved into the area after the tavern was established, <br />Mr. Granat then asked that the record note that Mr, Reichlin and Mr. Granat do r.oi <br />know each other and that Mr. Reichlin had come here on his own volition to speak in <br />favor of this application. <br />hlr. Jamie Johnson, Inspection Supervisor for ihe City of Everett, then read a letter <br />to the Board listing ali of the corrections v�nich the Ci'ry would require to the <br />building before reoccupancy would b.e permitted. (A copy of this le�tter is on file <br />in the Community Development Departmeni,) <br />Mr. Berg asked if the items listed by Mr. Johnson were required or suggested. Mr. <br />Johnson responded that these improvements would be required on any new construction <br />or major remodeling in the City, <br />Mr. Berg then asked wh�• these correc''ions were being +?er to a variance request. Mr, <br />Johnson responded that the building right now was of very marginal value and was probably <br />very close to condemnation. It is the feeling of the City that if an ac+ion is to <br />be taken allowing a tavern to reoccupy the building that there must be some assurance <br />that the building has some future life. Otlierwise the tavern might be reoccupied only <br />to be condemned four or five years from now. <br />Mr. Fiugh Thomas, I508 ��lalnut then spoke on this request. He stated that the past <br />experience wlfih this tavern had not been good and had caused many disruptione in the <br />neighborhood. There had been treffic accidents, noise, drunken behavior, etc., which <br />have had a negative effect on residential properties. He voiced concern for the many <br />
