That such variance fs necessary for the preservation and enjoyment <br />of a substantizl proper'y right of the appellant possessed by owners <br />of other properties in the same vicfnity or zone, specifically that <br />the appltcant can not build upon or sell this property unless the <br />variance is granted and wou!d therefore have to rely on his neigh- <br />bors on.either side to purchase the vacant parcel. <br />3. That the authorization of such variance will not be materially detri- <br />mental to the public welfare or injurious to property in the vicinity <br />because all other requirements (setbacks, height) will be observed. <br />4.
