The EMW/WMD intersection is ope�ating at an <br />acceptable service level "C" during the critical PM peak period. <br />Other intersections in the EMW corridor currently operate at <br />unacceptable LOS "E/F" conditions. Guring scoping discussions, <br />it was agreed that the developer does not have to coni�ribute <br />toward future SR-526/Broadway interchange improvements (and other <br />congested EMW intersections) as long as TDM fees are paid to the <br />City of Evarett to mitigate the direct traffic impact� on the <br />congested EMW corridor. ThF: developer has elected not t� analyze <br />specific impacts and appropriate mitigation at each EMW <br />intersection, and agrees to pay a TDM mitigation fee of S 80 per <br />ADT contribu•Led to the EMW corridor. Since 100 % of site traffic <br />would use the EMW corridor, the developer's TDM fee payment would <br />6e S 68.000 (850 ADT X 100 % X$ 80/ADT). <br />We trust that GTC's follow-up traffic assessment for the West <br />Mall Village project is adaquate for the City of Everett to <br />complete its review of traffic impacts/mitigation and can issue a <br />SEPA determination for the subject application.
