The following represents a summary of our findings:
Hydraulic Project Approval (HPA) Requiiement
The City has questioned whether an HPA is required for this project. Although
the City has stated that the site is located in the North Creek drainage basin, our
review of the City's drainage maps shows the site to be located in the Silver
Lake Creek drainage basin. it is our understanding that an HPA is not required
for sites in the Silver Lake Creek drainage basin. in a receni discussion (23
December 1993) with Rich Johnson at the Department of Fisheries, he
confirmed that if the project is located in the Silver Lake Creek drainage basin
then no HPA is required. Based on our field evaluation of the site, we believe
that the City's drainage basin maps are correct, but we will confirm the HPA
requirement with Rich Johnson within the next few weeks.
NationzAPollutant Discharge Elimination System (NPDES) Requirement
A National Pollatant Discharge Elimination System (NPDES) Permit from the
Department of Ecology would not be required since the amount of clearing and
grading is less than the 5-acre threshold.
Wetland Hydro%gy
The City has required that development of the site must not adversely affect the
hydrology of the site's wetlands, including surface and subsurtace flows.
Wetland hydrology on the property is sustained by a perched water table that is
Rcsow•cc `<> Gnironmental Plnnnin
I IN Ifi?nd :Aecnuc Snutltctit • licllc'uc.
