The following represents a summary of our findings: <br />Hydraulic Project Approval (HPA) Requiiement <br />The City has questioned whether an HPA is required for this project. Although <br />the City has stated that the site is located in the North Creek drainage basin, our <br />review of the City's drainage maps shows the site to be located in the Silver <br />Lake Creek drainage basin. it is our understanding that an HPA is not required <br />for sites in the Silver Lake Creek drainage basin. in a receni discussion (23 <br />December 1993) with Rich Johnson at the Department of Fisheries, he <br />confirmed that if the project is located in the Silver Lake Creek drainage basin <br />then no HPA is required. Based on our field evaluation of the site, we believe <br />that the City's drainage basin maps are correct, but we will confirm the HPA <br />requirement with Rich Johnson within the next few weeks. <br />NationzAPollutant Discharge Elimination System (NPDES) Requirement <br />A National Pollatant Discharge Elimination System (NPDES) Permit from the <br />Department of Ecology would not be required since the amount of clearing and <br />grading is less than the 5-acre threshold. <br />Wetland Hydro%gy <br />�The City has required that development of the site must not adversely affect the <br />hydrology of the site's wetlands, including surface and subsurtace flows. <br />Wetland hydrology on the property is sustained by a perched water table that is <br />Rcsow•cc `<�> Gn��ironmental Plnnnin� <br />I IN � Ifi?nd :Aecnuc Snutltc��tit • licllc�'uc.
